BLUAC has seven members. Six of the members are elected in three-year rotations in May of each year. The member-at-large position is appointed by the six elected members for a one-year term in June of every year.

The one-year term on the ballot this May is to fill the seat vacated by Tim Calaway when he was dismissed by the commissioners in January 2006. While Tim was re-appointed to the position, it was only for the period of time until the next election (current bylaws). This election is to fill the position (for one year) until the end of the three-year regular term which will expire in June 2007. This is not the member-at-large position. The two three-year positions in this election are to fill the expired terms of Scott Hollinger and Jack Paulson (who did not file for re-election).
