The Kalispell City Council on Monday selected KLJ Engineering to provide the engineering services for the Kalispell Area Transportation Plan Update.

The city of Kalispell’s transportation plan hasn’t been updated since the early 2000s. The target date for the final plan is May 2021.

The council also considered a conditional-use permit for Woodland Apartments, LLC’s proposed apartment building. Senior Planner Jarod Nygren outlined the property and surrounding area. He brought up community concerns and developmental changes, mentioning “a number of mature trees would have to be removed” from the area but that “maybe a small portion could be kept.”

One of the biggest concerns with the Woodland Apartments development is the trash enclosure. Based on the July 9 Planning Board meeting, the trash enclosure has been relocated and a roof and walls have been required around it.

Nygren said the trash enclosure isn’t “a typical requirement for the city,” but the changes will make it so that “if you’re looking out your window, you don’t have to look at trash.”

He noted the Planning Board unanimously recommended approval of the permit, subject to 13 conditions, and after considerable discussion of the trash enclosure, the council motion passed.

Another item was the Glacier Rail Park final plat. Nygren talked about the plat’s location and stated it is “ready for further development at this point.” The motion to approve the final plat carried.

Additionally, the council discussed an update to the city’s wastewater facility plan, specifically the collection portion of the wastewater system. The council passed a motion to hear public comments on the update on Sept. 3.

Finally, the council passed a motion to confirm the appointment of Red Lion Hotel General Manager Joseph Alexander to the Tourism Kalispell Tourism Business Improvement District Board of Directors.

The next council meeting will take place Aug. 19 at 7 p.m. in the City Council Chambers, 201 First Ave. E.
